Limp home mode on modded car? causes/fixes?

What is limp home mode in an LH 2.4 classic 900 turbo??? I've got great compression in all cylinders. I have sooo many upgrades ( Red series APC from Swedish Dynamics, the Big 16G turbo, 3" exhaust from turbo to tailpipe, magnecor wires, proper plugs and gapped right, 3 bar fuel pressure regulator and T-5 trionic injectors, and Jak Stoll's stage 2 fuel chip, and the MSD-6 Boost Timing Master which retards timing under boost to 10 degrees (with base timing set at 20 degrees), and I've got a lightened flywheel! But my car feel/drives like it is doing two things at once... I have 15000 rpm idle that sometimes settles down to around 1100. Slight to powerful surges under idle and even while under cruising conditions. And after burying the needle with 20+ pounds of boost, it kicks back to where it won't go over yellow on the gauge. Is something causing my car to go into "limp home mode" while all those mods are also simultaneously giving added perfomance (up to a point)? It seems to be doing two things at once!!! And I"m not getting the benefits of all those mods, bad performance, for what I've done to my car. Restarting the car seems to reset something, but after boosting it's back to this condition again... I've swapped out, replaced, and checked sooo many things, costs a fortune. What's going on here?
