First check the two fuses on the right side of the engine bay forward of the evaporator. You may have to put a fuse that is 5 amps higher but no more, but instead first try taking the switch apart. With a small flat screwdriver you can pop the switch out that activates the top, and unplug it. You can carefully pry the switch apart and you will see some copper contact strips. Oftentimes these tend to get coroded and lose their springiness and need a little extra bend added to them. It's a 10 minute job tops. Just make sure that you clean the copper strips with some emory cloth and polish them up. You can also put 12 volts directly to the pump under the rear seat to see if the motor/hydraulic pump still works, and switch the polarity to make the top go the other way, but I have a feeling that it's the switch. The switches are expensive to replace so try fixing it first.
