It would help to know what kind of C900 (turbo, 8 valve, 16 valve, AC or no AC), model year, and where it is (which market it was built for) but the circuit for the main cooling fan (on most C900s) is pretty simple really. Fuse #25 feeds the temp. sensor that is screwed into the upper left corner of the radiator and that energizes the passenger side fan when the coolant is hot enough. Cars in hot weather markets also have a simple "time delay relay" in the circuit to makes the fan run for about ten minutes after the car is turned off. That relay is powered by fuse #22.
So your circuit consists only of those 2 fuses, one relay (which is located on the left inner fender, ahead of the wheel and has 4 wires; yellow, yellow/white, black, green/white), one sensor (upper, left radiator) and one fan. The fan and fuses are easily tested. The sensor is easily "jumped" for system testing purposes leaving the relay as the most problematic component. Be sure that fuse #22 is energizing the green/white wire at the relay. If not then the fan will not turn on. If the relay is defective it may work intermittently. Disconnect the relay and jump the yellow and yellow/white wires and then see whether the system works. If so, you have a bad relay.
If all the components test OK then you have to suspect a wiring fault and the most likely thing there is a bad ground. And the most likely bad ground is the relay ground (black wire) or the fan ground (also black). Intermittently loose ground wires are pretty common on these old cars.
If your car has air conditioning then the left side fan has a more complicated circuit with more relays, fuses, switches, wiring and ground connections and you'll have to get the schematic to deal with that but if the fan works when connected to the battery then the most common problems are; fuses (#6 & 9), two relays in the fuse box (AC fan and AC compressor), dashboard control switches for the AC system and ground fastenings.
