My '90 SPG from California (now in Maine) had factory items REMOVED (by a Tech Serv. Bulletin, I think), which were not removed in other states. I think it was a vacuum tank/piping/brackets/one-way valves which mounted up near the top of the radiator crossmember. These items were part of the EGR system, and legally removed from only California cars.

So, in 1990, some Cal. cars had LESS parts than the other 49 states. I think.

I would think that a Cal. car should not need any adjustments to pass emissions. If it would pass Cal. tests, it should pass anywhere. Again, I think.
