I did my '90 SPG twice last year.
1. Yes, it's possible to swap speedometer once the instrument cluster is out.
2. Like Jonathan Scupin said: Pull the steering wheel, instrument panel (aka dash fascia), and instrument cluster. Pull the wheel to gain access for removal of items.
3. Yes, the entire cluster has to come out - you need to access both the front and rear of the speedo panel.
4. Yes, it is. I've only done one, on my 1990. As I understand it, it's easy to change mileage on '88 and older (but I don't know how). On the '89 and newer (plastic ended speedo cable) I found an easy way to adjust the miles up or down. I found a low-mileage unit from junk yard, and adjusted it upward about 80,000 miles to match my original mileage. I saw nothing illegal or unethical about doing that.
