Everywhere along its length, that long spring moves a teensy bit against the interior of the gas door as the door is opened and closed. It's Friction City. And it slides thru a couple specially tight pinch points.
Also, any stiffness of the main pivot of the door, the hinge pin, adds tons to the work the poor little skinny spring thing has to do. Spray the hinge liberally with your choice of solvent with lots of paper towels-donut napkins-old t-shirt scraps handy to soak up and wipe off the excess, and open and close the door fast lots of times. A stream of rust brown solvent will trickle down from the hinge and everything will get easier and easier as you swing it. When it starts to run more clear stop spraying and swinging and go into serious wipe-up mode. Solvent isn't too good for shiny paint.
And make sure you get some oil along the full length of the spring and work that too by swinging the door. But then wipe up all you can see. A little dab will do ya.
Go back and wipe up again in a few hours, and again next day.
Then a little moisturizing Dove soap and water, so mild on the skin, on any oily places on the paint. Or whatever soap floats your boat. Just kidding about that Dove, it's probly pure paint killer.
If your car's ever been repainted it's nice if they kindly sprayed the inside of the gas door too but if so they maybe glued the spring down, and the hinge pin too. Try freeing the spring up out of the paint with a little screwdriver if that's your prob.
