Turn key, starter turns.
Hall Sensor picks up that the crank is turning. Hall is inside distributor and is connected via the connector that is on the side of the distributor housing behind the distributor cap.
Ignition Control Module listens for signal from the hall.
When ICM senses signal from the hall, it opens the circuit to provide power to the coil. Coil begins firing spark.
ECU sees spin and spark - drops the fuel pump relay's connection to ground and energizes the fuel pump.
Spin, spark, fuel, start.
I'm confused by your post - not sure if you are saying that the fuel pump relay is opening and sending power to the pump...or if you are just confirming that this is what should happen. If the later-you are correct. The ECU puts ground(-) to that relay, sending 12V to the fuel pump. If the relay is indeed operating, but the pump is not running, I would suspect wiring between those two components is damaged.
Is the connector to your hall sensor on the side of your distributor broken of it's mount, just hanging there by the wires? If so, that's a great place to start. Those wires rub against the distributor housing, and when the insulation wears away, the signal from the hall sensor gets intercepted by metal distributor housing instead of going where it is supposed to go.
