are you referring to the bolt that covers the hex adjusting screw and keeps it covered?
if so, its probably rusted to the caliper.
if its rounded, try using a straight file to straighten out the sides of the bolt so that you can pound a socket on to the bolt and turn it, or get a grip with a pair of water pump pliers or vice grips.
heat it, then try it.
