Starter motors don't usually fail as a result of just sitting. (how was it working before?) Batteries can expire while sitting. Usually what happens when a car sits for a long time is that the large, high current cables develop corrosion at their terminal ends which can actually keep the starter motor from cranking. It takes a lot of current to crank a starter motor. If your battery is weak or you have any weak connections the starter won't crank.
It doesn't take much current to light up all the lights and stuff so you can't use that to judge whether you have enough battery for the starter motor. If you suspect a problem with the starter circuit (from the key to the starter motor) put the car in neutral and apply 12 volts to the terminal where the small yellow wire connects to the starter motor and it should crank.
Use a wire brush and WD40 to thoroughly clean both ends of the large blue negative cable that goes from the battery to a bolt on the front of the transmission and the red positive cable from the battery to the starter motor. Then be sure that the cables are securely fastened.
If improving the cable connections doesn't help then the next most likely thing is that your battery isn't fully charged or maybe just will no longer take a good charge.
