DC you seem to have done all the tests a person can - i've just been thru this myself courtesy Hirosimez on this board - (see my recent previous posts)
What leads me to believe its the wastegate is that you say the APC solenoid passes air and does not pass air when it should, yet boost is identical if APC solenoid is plugged or unplugged, so when you are driving, APC being modulated does not affect performance (ie there is a larger air leak elsewhere - wastegate!).
keep us posted as i'm curious to know how it is resolved.
On one of the cars we were testing, the PCV valve was installed backwards, and fixing that and a couple of old rubber vacuum hoses markedly improved car's performance but didnt get us past base boost. Luckily no engine seals were blown before the PCV was found reversed!
