You need to hold the fuel line securely, and tap the fitting in.
Ideally, this would be done away from the gas tank, and you could heat up the line to soften the plastic.
What I've done is drill a hole about the same diameter as the fuel line through a 2x2 block, then cut the block in half down the length of the hole. I was able to clamp the line between the two half-blocks and tap in the fitting.
