Sounds more like wiring than VR

Worn VR brushes would most likely stop charging all together (although a sticking brush could cause intermittant charging problems). A broken wire (alt to gnd, alt to starter) sounds more to be the culprit to me. The factory alt to gnd is a heavy (12 ga) black wire that runs from the alt the a screw behind the alt. The factory alt to starter is a heavier (10 ga) red wire in black "bendy" tubing & has clear plastic crimp covers at the ends. Give both a good yank to see if one breaks free. If one does, replace it. (If it turns out to be the gnd wire, you can run a new one to a more convenient location so that you don't have to remove the alt to replace it.
