With the ignition on, the injectors get +12v from the fuel injection relay. Injectors are opened and closed as the ECU switches ground. They all share the same supply, so if one has power they probably all do, although it's important to test each connector individually to ensure you don't have a (rare) problem with wiring. Injectors themselves are a high-impedance type, which should see 10-16 ohms across the two terminals. I think the Bosch ones are 13 or 14 ohms, but don't quote me on that.
With the car running, you should be able to ground one side of the DMM and connect the (+) side to the injector terminal and see battery voltage. With the car running and either a DMM or preferably an LED injector tester, you should see +12v intermittently with the injector cycle at the connector.
I often find it useful to remove the fuel rail from the manifold and lay the injectors - still connected to the rail and electrical - across a paper towel. Cranking the engine will fire the injectors, and you should see an even spray pattern across all of them. I'd advise disconnecting the coil trigger wires so you don't have ignition going on with gas spraying around. :) Do NOT disconnect the ICU or Hall Sensor, or the injectors won't do anything.
Hard to tell whether you have an electrical issue or a clogged injector, but if it's the latter, I'd just replace them all. Ford 24# injectors are virtually a drop-in replacement (*slightly* higher flow at stock c900 fuel pressure), and available cheap, even new from the Ford dealer. I'm guessing you have a 150,000 mile or older car, in which case you're probably nearing new injector time anyway...
