I always wondered about this myself... since the PCV system connects prior to the throttlebody on 16v cars, I don't see how removing the cap would make any difference at all. The choke point is still the AIC.
On a turbo, with the smaller line connected to the intake manifold you'd probably see a slight difference, but not on a non-turbo...
