Try it with the engine off. Suck on that hose, and it should feel like your sucking a straw that's sealed off at one end, and it should move the throttle. While sucking, you can put the tip of your tongue against the tube which seals it off. If the throttle stays in position, your vacuum system is working. If it doesn't, you might want to check the red-capped cruise control/APC cut-out switch (also in driver's fenderwell) and you might replace all the CC system vacuum line after checking your pedal switches again.
