Had the same thing last year. Crawled under the front bumper and used a long thin rod with one end wedged between the "plunger" and the latch, then tapped it with a hammer. Might help if the end against the latch is tapered.
Eventually bought a cable from one of the site sponsors and had a local body shop guy install it for $42.00. Good Luck.
