First thing that comes to mind is the steering wheel column u-joint. It's the coupling which connects the column to the pinion shaft. It's lubricant can dry up, develop rust, or become fouled up with dried grease and dirt. Makes for notchy steering like you describe. The solution is often as simple as spraying it with a lubricant/cleaner and then applying a spray lithium grease.
