that's the return line (8mm ID nylon), goes back to the tank. It cracked because it's old and brittle, exposed to the elements down there. Good news it's a low pressure line. The easiest thing to do is what you suggest, cut it and then repress the fitting further down, connect with a longer piece of rubber fuel injection hose. You could also make the connection back in the cabin (more room to work), underneath the rear seat or in the door sill, but then any leak would be into the cabin...
