That is indeed a weird problem, and like notnoel said there is no interaction between the APC box and the FI ECU... He mentioned he also installed a new FPR - that could potentially cause some mixture issues, but only in combination with some other problem. .5bar of extra fuel isn't that much, and the O2 sensor should easily be able to compensate for it.
The specific error he is reporting I am not familiar with, but on a '92 with LH injection, the Shift Up function is controlled by the road speed sensor on the back of the speedometer. By computing road speed versus engine RPM, the computer knows what gear it's in and whether a Shift Up is appropriate. I am not aware of a CEL for that function, however...
Couple things come to mind:
1. Someone did something to the road speed sensor, or its wiring
2. This vehicle has Lucas fuel injection and not Bosch (unlikely)
3. They read the codes wrong
