88 900s bad master cylinder

I have an 88 900s. the master cylinder leaked a bit before but last week the brake peddle went to the floor. It stops but the brake is like all the way down and the car veers to the left. The master cylinder resevoir was empty so I filled it but it didn't help. I took it to a tire placce and they said that I needed a new master cylinder and calipers. They said that my pads were good but the outside pistons in the front were frozen. They said the inside ones are working and thats while I'm able to stop. They also said they want over $700 to fix it. Please somebody help keep me and my Saab out of the poor house.
