fine to reuse the bolts if this is the 2nd or 3rd time being torqued. after 3 times i would replace.

i would never reuse the headgasket. some of the material always comes off the gasket on the head and block thus damaging the gasket. for an inexpensive replacement part, it's just not worth the risk of having to remove the head again in the event of a leak or gasket failure.
