(1) Was this a roller/ dyno test at 15/25 mph, or the older static idle test? Tell us what the numbers were (CO, HC, and NOx)!
(2) it's a '87 with LH2.2, right? So you need the dashpot, and you need to have the PCV vent line (I think that's what you mean by quasi-egr?) properly connected--- otherwise you fail their visual test and they won't pass you no matter what the numbers are;
(3) are you sure the O2 sensor is cycling properly in closed loop? The 380 ohm AMM reading is just a starting point, it doesn't guarantee it is working correctly. And what was your timing--- setting it back to 14 deg will help with the NOx.
(4) usually these cars have very low HC & CO numbers, but high NOx (limit is 710 and 790 ppm) which will allow the car to "barely" pass.
