I believe that the '90 has the time delay fan relay. The switch on the radiator turns on a relay. The relay has a timer function - if the radiator (temperature) switch says the radiator is hot, the relay will stay on for about 10 minutes after the engine is shut off. That's normal. However, if it's staying on for longer than 10 minutes, the relay has failed. Not uncommon for the relay to fail, and it tends to fail stuck on. So I'd look at the relay.
Saab has changes that allow replacing the timer relay with a standard relay that doesn't have this failure mode. See:
