when you pull the assembly - you will see that the prepump sits aside the larger main pump adjacent to a plastic housing - in which the main pump resides - you should test both with 12 volts but do not run for long eg less than 10 seconds - they need fuel to cool. the one that "grinds" is the problem. If neither make noise - its possible your bowtie - strainer that is - is clogged; unlikely but possible

Its also possible but unlikely the pump is askew inside the tank and hence the noise - that is why the saab manual is so handy it tells you the exact placement so it gets all the gas at the bottom

speciality tools are not really needed to do an R and R - a long flat bladed screwdriver to remove the clamp is about it.
