Fuse box weird additional wiring question

This is what my fuse box looks like. It seems someone has tapped into the cornering lights fuse and the cooling fan fuse. The wires lead into what I think are 30 A inline fuses, and then run off maybe inside the car to who knows where.
Is this some sort of dealer fix for something, or is this going to be a mystery? And, could it be dangerous in any way?
I am impressed by this car's cooling though, 90 degrees, lots of driving, never ever above half on the gauge, and usually a bit below.
