Nothing special about Saabs when it comes to brakes. OK, a little, but not much different.
It's possible that the previous owner didn't bleed the brakes. Air in the lines will cause a soft pedal. Assuming the brakes have been properly bled, I'd then suspect a bad Master Cylinder.
Make sure you have enough fluid in the reservoir. I believe the '90 has ABS, so the level will be higher than the FULL line when the car has been sitting for a few hours. After you start it, the level will drop to the FULL line - that's the ABS pump pumping up the system. If the level is too low, you might have gotten air into the system. Look for leaks. If all looks good, if the ABS pump runs (level drops when the car is started), then bleed the system. If that doesn't fix it, I'd assume the MC is bad.
