Newbie question. 1993 Saab 900S Convertible.

The Antilock light went from being random off when started and then on after a few mins to a 1/2 hour. Now it comes on as soon as I turn the key and stays the whole time. I was trying to learn more about what the light on means. (besides the obvious) So my question when the light comes on does it completely disable the ABS system? Or does the ABS pump still run and run no matter if the light is on or not? Reason I ask is I started the car afterwork and opened the hood and looked at the brake fluid resevour. The level did not move down? The fluid is at the full mark and does not change after the car has been running. I am worried about burning out my ABS pump. I hear this is a $1400. part. (ouch)
