That could quite possibly be a possibility. I had a cat go on my 1994 Dodge Dakota a while back and there was a definite loss of power in the mid-RPM range. It felt like I was applying the breaks. I thought I had a sticking caliper or a failing tranny until I diagnosed it as the cat. Replacing the cat solved the problem.
