There was no factory option 'adjustable' APC or fuel injection system.
There are a variety of ways to modify the APC, from opening the stock box and messing with the controls, to some aftermarket APC boxes. Of course, you can also simply put a controlled leak in the line between the APC solenoid and the wastegate actuator, (manual boost control).
Stock boost is about 14 psi, so 21 isn't massive, but it's a lot. Cranking up the boost should be accompanied by changes to the fuel system, and require the cooling system and drivetrain (tranny, CV joints, etc.) be in top-notch condition.
I'll go out on a limb and say that this car has been ridden hard and put away wet. It would be fun to ask if he still has 5th gear, and 'in pieces at the bottom of the tranny sump' doesn't count. Front end damage doesn't say good things about the condition of the cooling system, and there isn't a lot of crush space between the bumper and the transmission.
If you've got space and the temperament to part out a car, you can probably make a few bucks on it. It would be interesting to know what the interior looks like, wheels and tires, etc. Remember, parting out takes time, and at some point you'll have a hulk that will need to be towed away. Not a problem if you've got a barn to stash it in, not so great if you live in an apartment. Anyone buying running gear or the engine would be taking a bit of a chance, but that's life with a 24 year old car.
