Start the car, and the ABS pump will run. Wait until the ABS pump stops running - usually 30 seconds to a minute. Basically, when the level stops dropping. You can shut the car off at that point - the level won't change for a while, and if you need to add fluid, it's safer when the car is off.
Or, if you've just come back from a drive, shut off the car and open the hood to check. Again, a couple of minutes after the car is shut down won't impact the reading.
