Did the scuff gouge the plastic or just scratch the paint a little?
The paint is almost a perfect match for "new" bumpers. Time, elements, and road grime will change the color over time. That will effect how well the paint matches.
I did the bumpers on my '94 Comm Ed on the Sunday before labor day. My wife had dinged up the front one, I dinged up the back, and dog urine had flawed one of my bumper extensions. I removed both bumpers and all the extensions, repaired them, repainted them and reinstalled them in about 10 hours. I also used plexiglass polish to shine my bumper strips while I was it it. You can try to touch up the scuff (I'd recommend filling it, even if it's minor). If it doesn't look good, repainting the whole bumper isn't really a big deal.
