You could do it. Over the years, I thought of doing it on and off, but never got that round 'tuit...
All you need is to switch 12v at the dash, through a wire into the hatchlid.
What you need to do is to allow the 12v from your fog light switch to not go to BOTH brake lights, or to the other three. You do this with a diode rated for 12v or more at an amp or so. The fog light wire is connected directly to the light you want to be your fog (usually the driver side). The brake light wire is connected to that light through the diode's anode side. The diode's cathode is connected up where the fog light wire goes. The split off to the other brake lights has to be BEFORE the brake light wire gets to the diode. This will allow that brake light to be both a rear brake light, and your one rear fog.
PS: to the poster talking about aiming of rear fogs: there is no aiming. The idea is simply to be a very bright light at the back of the car, so that is someone comes up behind you, they see you with a little more advance warning. And the two back of the hatch brake lights ARE used as rear fog lights in Europe.
