I can't come up with a sure diagnosis, but I'll bet it all comes down to a bad hose - cracked, worn, leaking.
Since the turbo gauge does work at some point, it's not stuck. And since it goes to the atmospheric pressure state, that implies something opens up to the atmosphere. Since the car acclerates, you've got boost. So something is keeping that pressure from the gauge, and it's nothing but hose 'twix pressure and the gauge.
I'd examine the hose that comes from the firewall to the APC solenoid/throttle body. Peek on the underside. Look for cracks. I've not seen it with a small vacuum hose, but I've seen some pretty weird things from cracks in larger hoses. All is well for a while, and then engine movement causes the crack to open up and all goes wonky. Things move back to position (or cool off) and all is OK. As hoses get soft, they can even collapse, and act as one-way valves. So check the vacuum hoses.
