Inside electrical joke.
You were looking in the right place - you've got a bad ground, likely at the tail light assembly. When the headlights are on, so are the running lights at the back. That is more current through the tail light ground. With a bad ground, that 'lifts up' the ground - it's now a few volts above ground. Hit the brakes, and even more current flows through that ground. Bring it high enough, and the turn signal relay won't work.
Make sure you've got a good ground for BOTH tail light assemblies. Follow the black wire down to where it bolts to the chassis. Remove the fastener, and use some fine sandpaper to clean up all the surfaces. Make sure the wire is good all the way to the tail light circuit board.
Yes, this doesn't address the ignition cut-out. Not clear why that would be an issue, not unless the problem is a bad ground at the front of the car. Again, the headlights share grounds with the turn signal lights, and might - just might - interact with the ignition amplifier. But fix the grounds to get the turn signal working, and see what the ignition does from there.
There is no linkage between the turn signal assembly and the headlights. Yes, it shares the stalk with the brights, but all that does is trigger a relay. Hard to come up with a linkage there.
