Starting is a tricky things for an engine. Engines have the best performance with advanced timing, but start best with retarded timing. So you've set the timing by eye, but if it's too advanced, the engine won't start. Try turning the distributor slightly to change the timing.
I assume that if you pull the plugs, they're wet with fuel. Then it is pretty much down to timing, or if the valve train is turning. If the distributor rotor is turning, then the valve train is operating.
In the 'good old days' - pre Hall effect - you could set the timing with the engine off by measuring when the points closed. No longer.
Make sure that the line on the body of the distributor is lined up with the rotor at TDC for cylinder #1. And then make slight adjustments in rotation and see if it starts.
