I would say that your valves are not seating completely -- the compression should be quite a bit higher than 80-90 PSI. If it is not burning oil, then the crankcase oil is not coming into the combustion chamber, therfore the rings are probably OK, but the lack of valve seat sealing would cause the low compression numbers. It would also make it harder to start like what you are experiencing.
A good tech with the right tools could tell you from a "compression leak down test" whether it is the intake valve, exhaust valve or both that are leaking the compression.
