Depends - what do you want it for? Where do you want to spend your money?
I wouldn't buy a 180K mile, 22 year old car if I was going to be putting 15K miles a year on it. But if you're looking for a nice toy to bop around in, a couple of grand sounds reasonable.
If you're looking for an investment, even in today's market, a car isn't it. The good news is that a 22 year old car isn't going to lose much more value. The bad news is that it will continue to cost money. But that's true of any car.
There ain't no such animal as a fair price. Fair has nothing to do with it - this isn't Fair Trade third world car sales. If the seller doesn't think the price is fair, he won't sell it. That is his right. All you should spend is what it is worth TO YOU - not to anyone else. Not unless you're going to turn around and sell it to them.
What are you willing to pay for the car? What are you going to do with it - how much use? Assume you'll need to drop a grand on it when you get it. Yes, they'll fix everything. But they probably won't put new tires on, or fix the roof, or a few other things that will pop up. And something else will break once it is sold - that's what cars do. And at any point, something could break that will require a lot to fix, and then you need to decide if it is worth fixing.
So, if you're looking for a reliable car, your only car, look elsewhere. If you're looking for a nice toy - a really, really nice one, by the way, how much are you willing to spend? Don't buy it assuming you'll sell it. Once you've established the maximum what it is worth to you, then offer less. The seller won't sell if he doesn't want to. And don't pay more than the car is worth to you - be willing to walk away when the price hits your maximum. But know that going in.
You didn't say what the seller wants. If he's asking $10K for a classic, I'd say he's delusional, but he may very well find someone with $10K who is equally delusional. More power to him.
A classic 900 is nice, but you can pick up a 2000 9-3 CVT with half the miles for about $5K. A newer, nicer, more reliable car. Not as classic, but newer, nicer, more reliable.
But what are you looking for? In this case, it IS all about you - not about the seller.
