Andrey, is talking about rust around the control arm connection point- vvack (i think) is talking about the control arm itself which, as he says, is easy to replace.
Although others may tell you different, $1000 would not necessarily be out of line for the rust repair (depending on your location). The area needs to be cleaned, ground to bare metal, the extent of the damage fully assessed, the rot chopped out, new metal welded in, bare metal primed, and undercoating re-applied. There is also the removal and replacement of the a-arm and driveshaft to allow a clear working area. Add up all that work at $85 an hour (plus materials and tax) and you can go through $1000 pretty quickly.
There are pre-formed metal patches that can be purchased that weld straight in but there is still a fair amount of labour involved to do a good job.
