suspect that the cable from the starter to the battery is high impedance. and maybe the wire between the alternator and the starter too... Why? The alternator has a short cable to the +12v on the starter, and there is another cable stacked on that same lug that then goes to the battery. so when you check voltage to ground at the alternator or the starter... you are doing so before the possible bad cable from the starter to the battery. look for green stuff, broken wires and also for a sheath that is expanding - a sure sign of copper sulfate growing in the insulation and also a sign of unwanted extra resistance.

So, perhaps the battery is not getting a good charge because of excessive resistance on that cable. it has happened before. also could be the VR (really the brushes that are part of that assembly) needs to be renewed too.
