like landjet said, likely the check valve at the pump is not keeping pressure from leaking back into the fuel tank. as long as the pump is running it has fuel pressure, the check valve keeps fuel in the line. think about turning off your water and opening a valve outside the house to vent the pressure. close the valve, turn on the main. go to the kitchen and turn on the water... you will most likely have a delay as the system presure is built up.
as to your test, are you doing both the jumping of the pump circuit and starting the car? that adds a delay between starting the jumper and cranking the car. do the test with a helper either doing the jumper or starting the car, ie simulate the way it would be if you were starting the car, turn the key and how long does it take... if the test is done this way and the additonal cranking persists, do it the way you did it before, if the additional cranking is not present... consider the check valve. somewhat difficult to do... do a search
