Freeze plugs are not rubber. They are made of metal. They are shaped like a very shallow cup. The freeze plugs are located up under the exhaust manifold in the engine block just below where the block/head meet. You can install them dry, but I always put a little high-temp sealant on them for insurance.
If they are leaking, that is where it would show up, coming down the passenger side of the block. Although, you could also have a head gasket leak that will show up in the same place. Make sure you know whats leaking before repairing.
