Instrument cluster question

I am about to take out and install a new dash, dash facia, and instrument cluster (used) in my '89 SPG. My question, once I swap instrument clusters is it possible to reconnect the battery and turn the ignition switch to the on position to see if the cluster works? Clock running and fuel gauge reading for instance. Could I plug in the head light switch and turn it on? How about starting the car with the dash and facia off is that going to harm anything? Just wondering.
