Sounds exactly like a bad warm up regulator. You'll need to attach a pressure gauge to verify this. The control pressure will be lower when cold and slowly move up as time goes on. It has a electrically heated thermostatic spring that bends as it warms. (Remember the CIS system is mechanical so don't be thinking it's the "brain box". The box is a Lambda controller and only comes into play to regulate the mixture at normal operating temperature. It doesn't do anything when the engine is cold.) It's not the cold start (fifth) injector either since you were able to start the car. It opens only for a short time when it's cold and when the starter is cranking. It does nothing after that. The other thing to check is the impulse contact switch. It's a black plastic cylinder with a vacuum hose and two wires attached. It's job is to briefly open the cold start injector when cold if the engine vacuum drops quickly like when the engine is about to stall. Suck on the hose (it must hold the vacuum) and release the vacuum quickly and you should hear a tick.
