Showing my age a bit, but checking the specific gravity of the acid with a hydrometer will give you an good indication of state of charge.
13 or even 13.5 sounds low for float on a charged battery. If you google you should get and idea of what voltage is expected at the temperature you are at. It varies quite a bit.
