From what I can tell, you're talking about jumpering the windshield washer/wiper fuse (5) to the heater seat fuse. That won't do anything of value. The pump, relay, and all the switches are downstream of the fuse. The fuse is already getting power - jumpering it to another power source won't make the pump work.
The power goes like this - switched power to fuse 5, then to the wiper stalk switch, then to the pump motor, and the pump motor to ground. The inadequate connection in the stalk switch prevents enough current from getting to the pump motor.
Now, if you do want to get fancy, you might be able to keep your existing stalk. What usually happens is that the contact carbon up. This means that they can't pass a lot of current, and the pump motor takes a lot of current to start up. Sometimes the contacts melt away, but not usually. The contacts can still pass some current - so you want to take the load off the switch. The way to do that would be to add a relay.
What you can do is get a small aftermarket automotive 12 volt relay, available at most autoparts stores. Wire its coil in INSTEAD of the pump motor. Now, the relay should close when you pull the stalk, because the relay coil will take much less current than the pump motor. You can use a set of the relay contacts to power the pump. You'll need to find a fused 12 volt source.
