I don't know what the theory is or what exactly is happening. But I once used to wonder as you have whether since they each carry part of the load, if they all come together at the end isn't that still good?
And the answer is, NO. In my experience, if stranded wire is internally corroded and there's no inter-strand conduction, the wire won't carry what it's supposed to.
Maybe the corrosion on the surface also means changes in the crystal structure of the metal and changes in how it conducts, but I don't think that's it. Maybe there's something else going on, but if a wire is corroded, it's no good; cut out that part and shorten it up or splice in something good.
At the battery ends of fat battery cables that have had those awful clamp-on replacement terminals added, I've made them work again despite bad corrosion by splaying all the strands out like a fan and scraping them with the edge of a knife blade, bending them around and scraping again, etc, till all sides of all of them are fairly bright. Then they will work again but only temporarily.
I've done this also on the corroded ends of smaller gage wires where they were too short to cut off and I didn't want to splice anything.
Fixing this stuff right, you have to strip the plastic back till a point where the copper is all bright, not just till the powder ends, but till the black surface ends.
