Sounds like you may have multiple issues, or one really bad one...
1. Belt on the driver's side noise could be the water pump. Chances are it isn't the belt itself, since if that belt were to go your battery charging light would come on too... the water pump and alternator share belts.
2. Water pump issues wouldn't prevent the fan from coming on. The fan is engaged by a switch on the radiator. That switch could be bad.
3. Running hot after only a few minutes could be the result of a thermostat stuck closed. That's very unusual - they are designed to fail in the open position.
4. Total lack of coolant in the engine could result in noise from the water pump, radiator fans not turning on, and running hot very quickly. Have you checked your coolant level?????
