You should not have to adjust your throttle from the factory settings, so don't unless you know you have no timing/injection/vacuum/ground issues or you think it's been meddled with in the past.
The first step is always to clean around the throttle body, and if you have a 16 valve engine (not specified, there were 8 valve turbos for a while) clean the idle valve repeatedly. If your car has a dashpot, test it. How old is your oxygen sensor? Have you checked the fuel injector seals for leakage?
The throttle valve is a precision part. Just a little gunk in there will change your idle speed drastically. Also, the AIC valves have been known to gunk up (does this happen only with a warm or cold engine?) so just start blasting them out with penetrating oil once a year. If that valve sticks closed, your idle will nosedive on its way back down from higher revs before the valve gets unstuck and the engine recovers.
