Hazard Lights, Directional Signals and Fuse #27

I noticed recently that my son's 1993 Saab 900's hazard lights weren't working (frankly don't know if they ever worked in the two years we have owned it). So I started to investigate and started with Fuse #27 that is dedicated to the hazard lights. There was no fuse #27 - nothing was in the slot. There was an extra 15A in the extras slots so I tried it out. The lights started flashing immediately. I checked them all and they were working. I then pushed the hazard light switch and they didn't go off - they got bright and there seemed to be double clicking going on like the directional signals and the hazard lights were both on (yes, they are the same thing but that it what it seemed like). So I then pulled the fuse. Everything stopped. I tried the directional signals. They worked fine (they should since they are controlled by fuse #7. I put fuse #27 in again and the same thing - whether the the hazard switch was on or off the all lights were flashing.
I had another hazard flasher switch and tried that but no change.
So what is interfering or shorting out here?
