there is a cluster of wires running to the starter, when the filter wrench is twisting to remove or install the oil filter these cluster of wires will be hit by the hand of the person or the handle of the wrench itself. what can happen, even though all the wires are tight attached to the starters prong, its the prong itself that protrudes out of the starter that can dislodge from the starter. if this was the case the motor would not even turn over, starter would never engage. to check if this prong dislodged from the starter with your hand grab ahold of one of the wires attached to the back of the starter and wiggle it. if you see the hole cluster bob up and down because the prong is loose this is your problem, you need to re-tighten the prong back into the starter, and then the starter will start working.
